The proposal is a government project that was born in 2021, but is still under development and is currently open to private investment.

With this proposal, the governors of the region are betting on the economic activation of communities and the creation of new employment opportunities focused on tourism.

The ports and communities to be included in this nautical ladder are San Blas, Islas Marías, Mazatlán, Topolobampo, Huatabampo, Guaymas, Bahía de Kino, Isla Tiburón, Puerto Peñasco, San Felipe, San Luis Gonzaga, Santa Rosalía, Mulegé, Puerto Loreto, La Paz and Los Cabos.
The governors of the Region see the area as a simile of the Mediterranean, but with greater tourism potential given the natural characteristics, under a vision of creating ecotourism attractions to take advantage of the beauty of the Sea of Cortés.
