"If they don't see themselves as a region, how are they going to propose tourism, how are they going to propose regional development. If each state has different objectives, how are they going to be able to improve if they are within a region," said the Director General of IMCO at Foro Mar de Cortés' Summit 2023 Prosperidad: Propósito Posible.


The Institute conducts an annual study on regional competitiveness indicators, disaggregated with information from 8 regions. One of them is the Sea of Cortés Region.
For this evaluation, 4 decisive themes were taken into account: Quality of Life, Government Management, Infrastructure and Security, and Sustainable Development, which are divided into 34 indicators.

The global measurement leaves this region as the third with the highest number of competitiveness in MexicoHowever, if an analysis is made by theme, it can be seen that the strengths are concentrated in quality of life on those indicators related to people's quality of life, but the weaknesses and opportunities are centered on the impacts of government management.

Valeria Moy presented a series of proposals based on this study, which, he said, allow for a deeper analysis of what needs to be worked on regionally to increase the competitiveness of the Sea of Cortez.

IMCO proposals to improve competitiveness in the Sea of Cortez Region:

Quality of life

  • Training of medical and nursing personnel.
  • Design local policies with a gender perspective to prevent school dropout.
  • Incorporate more monitoring networks and improve data from the National Air Quality Information System (Sinaica).

Government management

  • Promote the development and use of electronic tools.
  • Eliminate physical formats (paper) and generate structured digital databases.
  • Promote budget transparency.

Sustainable development

  • Strengthen regional economic promotion.
  • Increase public information on employability expectations, profitability, formality and salaries of occupations and university careers.
  • Link technical and higher education with the needs of the productive sector.

Infrastructure and security

  • Leverage road infrastructure projects to include other types of infrastructure.
  • Create efficient crime investigation units.
