The Economic Commission for Latin America and the Caribbean (ECLAC) and the National Artificial Intelligence Center of Chile the results of the Latin American Artificial Intelligence Index (ILIA) 2024a comprehensive study on the state of preparation of the artificial intelligence (AI) in 19 countries in the region, highlighting the potential and challenges faced by the region. Mexico in the development of this technology.
The ILIA 2024 places our country in sixth place, one position lower than in the previous edition, although with an increase in its overall score.
This index measures countries' progress in three key dimensions: Enabling Factors, Research, Development and Adoption (RD&A), and Governance. Mexico The first two, but lags behind in the third, reflecting a mixed picture of its performance in the first two, but lags behind in the third. AI ecosystem.
Enabling factors
With 48.16 points, Mexico surpasses the regional average (40.26). This section evaluates the technological infrastructurethe data access and the specialized human talentMexico stands out in terms of connectivity and adoption of advanced technologies such as IPv6.
In infrastructure, our country ranked 7 points above the regional average, excelling in mobile network connectivity and access to devices, although it faces challenges in high-performance computing and certified data centers.
In human talent, it stresses that early science training and AI skills are above the regional average, but low English proficiency and limited advanced AI training are constraints.
Research, Development and Adoption
With 66.22 points, almost 20 more than the regional average, this dimension is one of the country's strengths. Mexico leads in the number of AI-related patents and in the adoption of the technology in both the public and private sectors.
The adoption of AI in high-tech manufacturing and digital government is among the most robust in the region, says the report, which among the challenges highlights the need to strengthen research productivity and increase the development of open source software, as these are key areas for improvement.
Governance
This is the weakest dimension in the country, with 35.87 points, below the regional average (37.46).
The ILIA 2024 indicates that Mexico lacks a national AI strategy and specific institutions to regulate and promote the development of this technology.
It states that the cybersecurity regulation, data protection y risk mitigation is solid and above the regional average, but there are no regulatory frameworks in areas such as AI safety and reliability, nor clear mechanisms for social involvement.
The ILIA 2024 findings highlight that Mexico has great potential to consolidate its position as a leader in artificial intelligence in Latin America, thanks to its advances in technological adoption and regulation. However, it is necessary to develop a national AI strategy that includes a long-term vision, strengthens institutions and fosters collaboration between the public and private sectors.
