The region has 17 population centers with more than 100,000 inhabitants where more than 7,800,000 people live. Tijuana, with more than 1.8 million; Hermosillo, Mexicali and Culiacán, with more than 800 thousand each, are the main urban centers.

José Antonio Torre has been dedicated to researching, designing and implementing better ways to plan, manage and promote the role of the city as a sustainable platform for personal, social and economic development.
He holds a degree in Industrial and Systems Engineering from Tecnológico de Monterrey and a Master's Degree in Business Administration from the Business School of the University of Monterrey. Harvard University.
In 2008, he joined the public sector as Coordinator of Advisors to the Director General of ProMéxico. In 2010 he was appointed Coordinator of Advisors to the Secretary of Economy and in 2011 he was appointed Undersecretary of Competitiveness and Regulations at the Ministry of Economy.
He has been dedicated to researching, designing and implementing better ways to plan, manage and promote the role of the city as a sustainable platform for personal, social and economic development.
He is a member of the Council for Strategic Planning of the State of Nuevo León and of the Global Competitiveness Agenda Council from World Economic Forum.
